What Are Tabletops?

A tabletop exercise is a discussion-based training that brings together police, fire, EMS, event staff, and other key players to walk through emergency scenarios in a low-pressure setting. There’s no real deployment—just a guided conversation that helps teams think through their roles and responses.

For large events, it’s one of the most effective ways to identify gaps in planning, coordination, and especially communication. It gives everyone a chance to see how information flows between teams, clarify who makes decisions, and work through potential breakdowns before they happen.

Whether it’s a medical emergency, active threat, or weather evacuation, a tabletop helps your team rehearse, ask the right questions, and build confidence. It’s not about getting everything perfect—it’s about being better prepared when it matters most.

Real Life Experience

In this video, Oxford Police Chief Jeff McCutchen shares how Bitsko Consulting helped prepare his team for their city’s largest annual event, the Double Decker Festival. Hosting over 100,000 attendees, the event required careful planning and real-time readiness.
